These are vintage Homco Christmas Elves figurines, part of the \#5406 set.
The set includes three porcelain figurines depicting Santa's helpers as toy makers.
They were produced by Homco (Home Interiors & Gifts) and are considered collectible vintage Christmas decor.
The elves are shown engaging in different activities: one is reading a book, another is holding a hammer and a doll, and the third is holding a toy train and wooden mallet.
