This appears to be an item from around 40 years ago, collected by my father when he was a child.
It seems to have been a prize from a wafer chocolate or ice cream.
Apparently, he was very excited when he got it, saying it was "sparkly" ✨
There are stains as shown in the photos due to long-term storage.
I'm sorry, I'm not very good at explaining as I don't know much about it (^_^;)
