New; these do not have a tag as that is how they’re sold. They have not been worn; she tried only one on and it was too small. They’ll come exactly as photos show. You’ll have to remove the packing at the toe & bow on each shoe. I feel they run small, so have the brand size chart and the actual tape measure in photos. My daughter has 7.25in feet and these are too snug. If her feet were a quarter inch shorter they’d be fine. She wears a 13 or 1 in kids shoes depending on brand. I’d have to go up to a 1 in these particular shoes for her to be able to wear them. Velcro closure is super easy and these are beautiful in person! Perfect for upcoming holiday outfits!!
